Directions:
Turn slow cooker to High and spray with oil.
Sift flour, sugar, cocoa powder and salt in a large bowl.
In a separate bowl combine oil, milk and vanilla. Pour into dry ingredients and mix until just combined. Sprinkle in chocolate chips and mix until just combined.
Pour the mixture into the slow cooker.
Make the sauce by combining sugar and cocoa with the boiling water. Carefully pour over the mixture in the slow cooker, especially getting around the edges.
Cover and cook 2-3 hours. When the middle feels as firm as the edges it is ready. Let satnd 15-20 minutes before serving with ice cream.
